Summary/Position Overview:

The System operator ll is responsible for the safe and reliable operation of the GBPCs transmission and distribution power system under both normal and emergency conditions. The operator will communicate with employees working on the power system and SCADA (Supervisory Control and Data Acquisition) and outage management systems and respond appropriately to maintain system reliability.

This position is responsible for the safe and efficient operation of the Control Authority Center.



Duties and Tasks:

Maintain health, safety and environmental standards by:

  • Ensure compliance with all environmental and health standards,
  • Complete all the required HSE training.

KEY RESPONSIBILITIES:

  • Communicate regularly with field personnel as required for system reliability and personnel safety.
  • Knowledge of GBPC’s transmission and distribution system including line sectionalizing, circuit wire sizes, loading criteria and back feed options for all major feeders and circuits.
  • Communicate with generation personnel concerning load shedding and voltage reduction procedures needed to maintain system stability.
  • Uses SCADA system to remotely monitor the transmission and distribution systems.
  • Utilize the SCADA system for switching and controlling of the GBPC transmission and distribution system, including transformers, Load Tap Changer (LTC) and Voltage regulators for the maintenance of vars and voltage, and remote operation of circuit breakers, reclosers and peripheral equipment as appropriate.
  • Prepare, plan, and implement routine switching procedure for transmission and distribution system.
  • Issue clearances to field personnel on transmission and distribution lines and associated equipment to ensure the safety of crews.
  • Control and monitor all high voltage switching to include the removal from service and restoration to service of lines and equipment requiring repair or maintenance.
  • React to changes on the grid due to substation, transmission or distribution failures and route power around areas.
  • Diagnose outage and fault locations utilizing available information, direct GBPC personnel in outage situations, and maintain an accurate and detailed sequence of events for outage reports.
  • Manage SCADA alarms and contact appropriate personnel needed when alarms are received.
  • Issue and release work clearances to field personnel.
  • Communicate with field personnel and customers concerning outages and related electrical problems while maintaining action logs for hold and clearance.
  • Assist System Operator I with the dispatch and coordination of outage restoration / trouble call related events.
  • Analyze consistency of distribution data across system displays and printouts to verify accuracy.
Perform tasks or duties that provide information critical for the department and control authority center operations as requested by GBPC management.

Academic/Skill/Experience Requirements:

The candidate should have a high school diploma with at least a C grade or higher in English and Mathematics, along with two years of technical experience. They need a working knowledge of electrical theory, systems (transmission and distribution), circuits, switches, breakers, wiring, and safety precautions. Familiarity with PCs and spreadsheets is also desirable.


Other:

The candidate must communicate effectively, build positive relationships, and make sound decisions. They should work well under pressure, solving safety and reliability issues, and be proficient with large databases, computers, radios, and communications equipment. Skills in preparing spreadsheets for load forecasting, maintaining accurate records, interpreting electrical schematics, and understanding engineering drawings are essential. Additionally, good spatial perception and color discrimination are required. The role involves working rotating or fixed shifts.

The individual is expected to follow company policies and procedures, set a positive example, maintain a professional appearance, and perform assigned duties. They should communicate effectively with supervisors, work well with others, manage time efficiently, and arrive on time prepared. Meeting productivity standards and participating in training are also important components of the role.
