The Assistant Financial Controller is a vital financial leader within our utility organization. Reporting to the Senior Financial Controller (or their designee), this role not only ensures the seamless execution of day-to-day accounting tasks but also serves as the guarantor of accuracy and compliance through meticulous reviews of key financial processes. The successful candidate will provide in-depth oversight and review of accounts payable, financial reporting, and payroll functions to ensure that all data, reconciliations, and submissions are compliant with utility-specific regulatory requirements and best practices.


Duties and Tasks:

Key Responsibilities

 

Health, Safety, and Environmental Compliance

  • Compliance Enforcement: Ensure that all financial processes adhere to both internal safety policies and external environmental regulations specific to the utility sector.
  • Targeted Training: Complete utility-specific HSE training modules to support safe and compliant operational practices.

 

Financial Reporting – Review and Oversight

  • Detailed Review Process:
  • ­Oversee the preparation of monthly, quarterly, and annual financial statements with a focus on utility revenue streams (e.g., billing analysis, fuel charges, usage variances) and cost structures.
  • ­Conduct thorough reviews of all financial reports prepared by the team, verifying that calculations, reconciliations, and notes are accurate and reflective of operational performance.

  • Regulatory Compliance & Accuracy:

  • ­Scrutinize regulatory reports submitted to the Regulator and relevant authorities to ensure full compliance and precision.
  • ­Utilize advanced Excel models and accounting software to evaluate trends, perform variance analysis, and validate assumptions used in forecasting.

     

  • Management Reports:

  • ­Review analytical reports and performance indicators, ensuring that financial insights derived from utility operations are both actionable and accurately presented to senior management.

 

Accounts Payable – Comprehensive Review

  • Systematic Invoice Verification:
  • ­Lead the review of all accounts payable transactions, ensuring that vendor invoices are accurately logged, appropriately coded, and reconciled against purchase orders and contractual agreements.
  • ­Implement regular audits of AP entries to flag discrepancies, reduce potential errors, and ensure adherence to internal controls.

  • Process Optimization:
  •  

  • ­Evaluate and enhance review workflows within the Accounts Payable process.
  • ­Collaborate with internal audit teams and the financial planning and analysis department to conduct periodic comprehensive reviews of the AP process, ensuring strict compliance with both industry standards and financial best practices.

  • Vendor Relations Alignment:
  •  

  • ­Oversee the resolution of vendor disputes and discrepancies by conducting detailed reviews of vendor account reconciliations and ensuring all issues are promptly escalated and resolved.

 

Payroll – Review and Control

  • Payroll Accuracy Assurance:
  • ­Oversee the review of payroll processing to ensure that employee compensation, benefits, and deductions are calculated accurately and processed in a timely manner.
  • ­Validate that payroll entries properly integrate with general ledger accounts and that supporting documentation (time sheets, HR records) is thoroughly reviewed.

  • Regulatory and Internal Verification:

  • ­Regularly audit payroll reports to confirm compliance with local labor laws and utility-specific compensation policies and union agreements.
  • ­Work closely with Human Resources to verify and reconcile employee records with payroll data, ensuring that any discrepancies or anomalies are immediately addressed.

  • System Improvements:
  •  

  • ­Recommend and oversee enhancements in payroll systems to increase automation and accuracy. Use data review findings to drive process improvements and safeguard against fraud or error.

 

General Ledger Management and Internal Controls

  • Ledger Reconciliation and Oversight:
  • ­Conduct comprehensive reviews of general ledger accounts to ensure that AP, payroll, and other transaction details are accurately reflected and reconciled on a regular basis.

  • Control Environment:

  • ­Develop, document, and refine internal controls with an emphasis on the review process for high-volume transactions.
  • ­Support internal and external audit teams by providing oversight reports and ensuring corrective actions are implemented as needed.

 

 

 

Team Leadership and Cross-Departmental Collaboration

  • Direct Supervision & Mentorship:
  • ­Guide and mentor a team of accounts professionals (financial reporting, accounts payable, treasury and payroll)—setting clear expectations, conducting regular review sessions, and fostering continuous improvement.

  • Collaborative Process Improvement:
  •  

  • ­Facilitate strong communication channels with operational units, billings and procurement ensuring that review outcomes are integrated into overall process enhancements.

  • Performance Reporting:
  •  

  • ­Establish clear benchmarks and review schedules that help track the efficiency and accuracy of financial reporting, AP processing, treasury, and payroll administration.

Academic/Skill/Experience Requirements:

Qualifications

  • Certifications and Education:
  • ­CPA certification
  • ­Membership with The Bahamas Institute of Chartered Accountants (BICA) or an equivalent professional body is preferred.
  • ­Bachelor’s (or higher) degree in Accounting, Finance, or a related field from an accredited institution.

  • Professional Experience:
  •  

  • ­At least five (5) years of progressively responsible accounting experience, with exposure in a regulated utility or infrastructure environment a plus.

  • Technical and Analytical Proficiency:
  •  

  • ­Extensive knowledge of GAAP and IFRS, with a particular focus on utility accounting practices a plus.
  • ­Advanced expertise in MS Excel (including complex financial modeling), MS Word, Outlook, and familiarity with accounting software systems designed for high-volume transactional environments.

  • Communication Skills:
  •  

  • ­Excellent verbal and written communication skills, with the ability to translate complex financial data for various stakeholder groups.
