Summary/Position Overview:

The HSE Specialist Support will provide administrative and technical support to the HSE Department. They will provide support to the HSE Team by assisting with the departmental requests, initiatives, standardizing training content and contributing to the administration of the overall HSE Department Work Plan. Additionally, the HSE Specialist Support will be responsible for preparing monthly reports, tracking employee progress through training programs, and maintaining departmental records.

 


Duties and Tasks:

Maintain health, safety and environmental standards by:

  • Ensuring compliance with all safety practices and procedures.
  • Ensuring compliance with all environmental and health standards, and
  • Completing all required HSE training.

Provide administrative support by:

  • Acting as a resource to internal and external customers by ensuring thorough knowledge of HSE policies, practices and procedure and participating in department initiatives
  • Generating requisitions, reviewing, and tracking department transaction listing
  • Processing various forms for the department and supporting document control by ensuring documents are formatted and Specialists update accordingly
  • Effectively recording and reporting information and maintaining the department’s database system and files
  • Entering monthly time for the department’s employees in the payroll database
  • Providing administrative assistance to the department and supporting program and system changes and upgrades
  • Ensuring efficiency in the planning of all departmental meetings, including monthly HSE team and site meetings and audits, ensuring scheduling, preparation and distribution of agenda, reservation of rooms, coordination of travel and accommodations for visitors, recording and distribution of meeting notes
  • Liaising with the Communications department for the updating, scheduling and release of HSE related communications
  • Attending of HSE meetings weekly, monthly and quarterly (Emera Safety, GBPC Safety and Emera Environmental, GBPC Environmental Leadership, Monthly safety meetings etc.) as needed
  • Drafting minutes of HSE meetings for review and distribution to team members
  • Supporting the department with Emergency Storm Response Plan Preparation
 

Support the development of learning resources and the effective delivery of training programmes by:

  • Creating, editing, and formatting PowerPoint presentations and assessment sheets for safety and environmental training for in person or platform facilitation
  • Supporting HSE training and Facilitate as needed
  • Creating a master HSE training matrix (annual), developing and distributing a monthly training schedule and ensuring that calendar invites and reminders are forwarded to facilitators and attendees
  • Ensuring compliance with the department’s 3-year training plan via the HSE training matrix (annual), by developing and distributing a monthly training schedule and ensuring that calendar invites and reminders are forwarded to facilitators and attendees
  • Attending to logistical details for training, ensuring that venues are reserved, training rooms set up and arranged appropriately, training resources (media and otherwise) are sourced and available for use, learning resources and assessment forms are printed and available, and refreshments are organized

Ensure accuracy in record keeping and reporting by:

  • Completing the monthly and quarterly HSE reports for review by HSE Manager
  • Administrator for the Department Database Systems for Incident Reporting
  • Conducting audits, updates and testing of the system as required and escalating to specialists and directors as needed
  • Tracking and providing updates on relevant data (proactive reporting, incident reporting, employee exposure hours, outstanding training, contractor exposure hours, safety observations, safety inspections, safety dashboard, corrective actions) and relevant generating reports
  • Preparing the monthly and quarterly department reports
  • Accumulating and reviewing the total number of incidents, near misses, proactives, medical aid, first aid etc. to calculate and update the OSHA HSE proactive incident rates
  • Calculating and updating OSHA and proactive incident rates
  • Calculating and updating the number of oil releases
  • Ensuring departments received related HSE statistics for reports
  • Tracking and updating the HSE employee and leadership training matrix and providing status completions (observations, inspections, training, etc.)
  • Generating fuel containing equipment and incident (CARSs) reports
  • Conducting weekly check for status updates of Corrective Action (proactives and investigations)
  • Creating and updating a system for storing hard copy files of attendance sheets, tracking matrices, monthly reports, annual reports, audit reports and learning resources (Power Point presentations, information sheets, and assessment forms)
  • Maintaining an electronic filing system, ensuring that all documents referenced above are scanned and uploaded to the HSE shared drive
  • Maintaining, updating and improving the HSE Share Point site
  • Supporting other duties of the HSE director and HSE team as needed
  • Contribute to team effort by accomplishing related results/ tasks as needed.

Academic/Skill/Experience Requirements:

HSE Specialist Support will be effective in establishing working relationships with all team members and employees. They will be able to analyze details, communicate effectively, initiate and assume personal responsibility for work, multi-task, effectively manage time, handle competing priorities and demonstrate the ability to lead effectively possessing positive leadership behaviors. They will work independently, with minimal supervision, and as part of a team, solve problems, engage in collaborative decision making, giving due consideration to feedback from all employees and embrace continuous improvement. Additionally, he/she will be proficient in Microsoft Office, demonstrated abilities in organization, administration, program development, record keeping and reporting.

The HSE Specialist Support should have an associate’s degree with a minimum of two (2) years’ experience in office administration and/or knowledge and an understanding of safety and environmental systems and programs. Safety and environmental experience are recommended.
