Summary/Position Overview:

The HSE Field Officer under supervision has responsibility for ensuring jobs are planned and executed safely by participating in planning, developing, updating, and administering the GBPC Occupational Health and Safety Management System and providing support for the Environmental Management Systems as required. In this capacity, the HSE Field Officer monitors compliance in the operational areas to prevent incidents by ensuring adherence to GBPC’s HSE policies and procedures, support programs, and assists with developing and administering training programs. They will lead and support audit teams, advocate for Health, Safety and Environmental initiatives and assist in driving GBPC toward the development of a World Class Safety Culture.

The incumbent works closely with the HSE Manager, Safety Compliance Specialist and Environmental Compliance Specialist, Operational leads, and other stakeholders to ensure GBPC’s compliance to best practices in Health, Safety, and the Environment. 

Duties and Tasks:

Maintain health, safety and environment standards by:

  • Ensuring compliance with all safety policies and procedures,
  • Ensuring compliance with all environmental and health standards,
  • Completing all the required HSE training, and
  • Maintaining a clean and orderly work space and environment.


 Support Environmental, Health & Safety initiatives by:
  • Supporting the development and oversight of Safety and Occupational Health and Management systems, polices, procedures, programs, and initiatives.

  • Acting as subject matter expert in the field on matters related to Safety, Occupational Health 
    and Emergency Preparedness and Response and will aim to eliminate serious injuries and fatalities by monitoring and acting on precursors.

  • Providing back-up and support for the development and administration of Environmental management systems, policies, procedures, and initiatives.

  • Providing support and guidance to Joint Occupational Health and Safety Committee (JOHSC) and Safety Leadership Committees and other employee Safety Engagement groups.

  • Advising HSE Specialists on departmental programs and policy matters to ensure employee and
    company compliance to applicable laws, regulations, standards, and guidelines related to HS&E.



Ensuring consistency and sustainability of Health and Safety policies, procedures, and practices at GBPC by:

  • Conduct regular field walk downs of work sites to inspect conditions, equipment and work 
    practices for compliance with safety and environmental requirements.

  • Supporting SIF Prevention program by participating in Critical Task reviews and supporting 
    pre-Job Planning by Reviewing jobs/ tasks for the day, ensuring proper crew complement/ resources, and ensuring that employees on the job are trained/competent.

  • Monitoring inspection of tools, inspection of equipment and ensuring proper permits in place

  • Completing Lock Out Tag Out (LOTO) walk down with Energy and Customer Operations workgroups

  • Ensuring all isolation points are locked off and tagged correctly prior to start of job

  • Ensuring LOTO certification is current for all Permit holders and issuers

  • Ensuring all Permits are returned end of each day and that all Persons holding permits qualified and signed onto permit

  • Ensuring locks on lock box

  • Ensuring lines where required have been de-energized

  • Checking for compliance when working from heights

  • Ensuring employees are utilizing the correct PPE

  • Ensuring that pre-work procedures are of quality and JHAs/ risk assessments have been read and understood

  • Ensuring that slings are in inspected according to manufacturers requirements

  • Ensuring loads are properly secured

  • Ensuring Quality Risk assessments by participating in regular tailgates to ensure risks and 
    hazards are properly identified

  • Completing risk assessment audits and providing feedback and risk assessment checks

  • Ensuring proper documentation of job safety observations, unsafe acts, and unsafe conditions

  • Ensuring employees are following safety and environmental procedures

  • Leading and participating in the delivery of educational programs

  • Assisting with industrial hygiene surveys

  • Leading and/or supporting Incident Reporting, Investigation and Management process, including the development and execution of corrective action plans.

  • Responding to and investigating concerns and complaints from workers/employers and taking 
    appropriate action.

  • Provide guidance and feedback to employees to support safe work practices and environmental stewardship.


Support workplace safety, health and environmental committees by:

  • Supporting the implementation of the Safety and Environmental Management Systems in the field and providing feedback on successes, gaps, or improvement opportunities. Assisting in the developing and administering of Safety Inspection and Safety Audit programs.

  • Leading and/or supporting the development and administration of the Contractor Safety Management Process, including training, auditing and administration.

  • Providing support to projects on HS&E matters as required.

 

Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications and participating in professional societies, job rotations, and cross training.

 

Contribute to team effort by accomplishing related results as needed.



Academic/Skill/Experience Requirements:

The HSE Field Officer will have technical, operational or business or equivalent background, along with five years’ experience, in industrial, commercial or Governmental agency with at one (1) being at a, support or lead position, in Occupational Health, Safety or Environmental or related area. They will exhibit demonstrated commitment to world-class safety performance, with a firm belief that all injuries are preventable.

The HSE Field Officer will possess strong planning, organizational and communication skills (written and verbal), strong critical thinking skills and the ability to work individually and harmoniously and effectively with peers, and senior leaders. They will be knowledgeable in MS Office (Outlook, Word, Excel, PowerPoint), CSA and/or OSHA and/or ISO 45001 and/or other International Safety Standards. They will have an earned college degree in engineering, science, business would be a benefit, Professional Certification in Safety (CSP or CUSP), Industrial Hygiene (CIH) or Environmental Sciences (CEP) desired, but not required.
