The Billings Lead is responsible for overseeing and coordinating all billing processes and functions in collaboration with internal and external stakeholders. The role ensures the accuracy, completeness, timeliness, and regulatory compliance of all billing activities while safeguarding revenue through the identification and resolution of revenue leakage, billing exceptions, and process inefficiencies. The Billings Lead also provides leadership to the billing team and supports continuous process improvement through financial analysis, auditing, and operational oversight.

Ensure accuracy of billing processes by:
- Analyzing, calculating and processing customer adjustments timely.- Identifying, investigating, and resolving billing issues- Reviewing billing exception listings to identify and investigate revenue leakage, billing anomalies, unbilled services, and potential revenue recovery opportunities- Reviewing and approving billing adjustments to ensure accuracy, proper authorization, and compliance with company policies.- Reviewing and approving cycle billing to ensure billing completeness, accuracy, and adherence to established billing schedules.- Auditing billing transactions related to service orders, including new connections, disconnections, meter exchanges, meter removals, and other field activities to verify billing accuracy and completeness.
Ensure efficiency in the execution of billing functions, initiative and operations by:
- Processing customer bills and resolving any billing issues that may arise efficiently and effectively.- Liaising with relevant workgroup to resolve any errors - Monitoring billing quality and implementing corrective actions to improve billing accuracy and operational performance.- Preparing journal entries, reconciliations, and supporting financial reporting.- Identifying operational issues, conducting research and analysis, and presenting recommendations for resolution.- Recording, analyzing, and reporting billing information required for monthly, quarterly, and year-end financial reporting.- Supporting internal and external audits by providing billing documentation, reconciliations, analyses, and responding to audit inquiries.
Support and Lead Staff by:
- Establishing, directing, and supporting the work of the Billing Team.- Providing leadership through coaching, mentoring, training, and performance monitoring.- Promoting continuous improvement, accountability, collaboration, and customer service excellence.- Leading departmental projects and initiatives to improve billing efficiency and service delivery.- Performing other duties as assigned to support the continuous operation of the department.
The Billings Lead will possess an Associate's Degree in Business, Accounting, Finance, or a related discipline, or an equivalent combination of education and experience. A Bachelor's degree is considered an asset.
Candidates should have a minimum of three (3) to five (5) years of progressively responsible experience in utility billing, billing operations, accounting, revenue assurance, or a related field. Advanced proficiency in Microsoft Excel, Microsoft Access, databases, and billing software applications. Experience reviewing, analyzing, and reporting on meter usage data is strongly preferred. Strong analytical, problem-solving, organizational, and leadership skills. The Billings Lead must have thorough knowledge of the general rules and regulations for Electric Service.
