POSITION SUMMARY

Responsible for providing both direct service as well as staff supervision to meet the substance abuse treatment needs of the people of the Maniilaq Service Area.  Incumbent will oversee and ensure services to court referred clients through the Alcohol Safety Action Program while also providing services to clients entering care through other portals.   Incumbent will provide leadership and guidance to Peer Support Specialists, Substance Abuse (CDC) staff, Case managers as well as village based Behavioral Health Aides. Incumbent will work with the Substance Abuse/BHA Team Supervisor to ensure fidelity to evidence based practices as well as compliance with Medicaid, Medicare, CARF, Alaska State and Behavioral Health Services (BHS) standards.  This position requires a solution focused professional who is ready to take on the challenges and opportunities offered by serving communities in the Maniilaq Service Area.  Reports to Substance Treatment Supervisor.

 

PRINCIPAL DUTIES AND RESPONSIBILITIES

  1. Oversee and ensure quality care to clients referred through the Alcohol Safety Action Program (ASAP).This will include but not limited:
    • Networking and relationship development with local and state entities as well as assisting clients with engagement in services.
    • Interview, screen, assess, and refer juvenile and adult ASAP misdemeanor court referral to appropriate services.
    • Develop and maintain individual client records in a secure and organized manner for ASAP clients.
    • Provide case management/file documentation for individual clients, noting all treatment related activities and services in an accurate, professional, and timely manner.
    • Provide ADIS course, Prime for Life, for consumers that qualify and/or refer consumers to a higher level of care.
    • Strengthen prevention capacity and infrastructure at the State, Tribal, and community levels.
    • Abide by NAADAC ethical standards as adopted by the Alaska Commission for Chemical Dependency Professionals Cortication.
  2. Provide assessment, treatment planning, group/individual/family counseling and case management services, along with other 12 Core Functions to adults experiencing challenges related to substance use.
  3. Mentor and offer credentialing supervision to employees entering the addictions field.
  4. Provide administrative/operational supervision to Peer Support Specialists, Behavioral Health Aides and Chemical Dependency Counselors.
  5. Ensure client referrals are acted upon in a timely manner and that clients are assisted in placement when needed.
  6. Represent the Substance Abuse Team (part of the Behavioral Health Team) to the community and work collaboratively with various agencies and stakeholders.
  7. Responsible to assist in program compliance with CARF standards, State and Federal Licensure or Regulations, Medicaid/Medicare standards, HIPAA regulations, and 42 CFR Part II.
  8. Participate in client reviews, in-service training, and professional development activities.
  9. Actively participate as a member of the BHS management team and assists in the continuous improvement efforts of the division.
  10. Ensure treatment modalities and interventions are clear, consistent, appropriate, and culturally orientated and clinical records are timely, accurate, and completed in a professional manner.
  11. Assist BHS staff and others in navigating safely when clients are experiencing a substance use crisis.
  12. Travel to assigned villages to provide substance use services and training.
  13. Provide assessments and consultations to medical staff, police, schools, and other professionals and agencies as requested and when appropriate.
  14. Offer education regarding substance use issues to schools, other organizations, and communities.
  15. Continue to monitor patients while in other placements or facilities and ensure safe reunification to their communities.
  16. Maintain confidentiality of patient records and treatment.
Job Qualifications:

MINIMUM REQUIREMENTS

Possesses a license eligible Master’s Degree in behavioral health with a dual focus on Mental Health and Addictions. Candidates with qualifying Master’s level licensures will still be required to obtain their terminal Licensure (LAP, or LCSW) within two years. Ability to adjust to “bush” conditions in Arctic Alaska.  Must be willing and able to transport to remote villages by small planes. Ability to work with sensitivity in a cross-cultural environment.
