Job Description

This position will be responsible for planning and scheduling Environmental Management (EM) programs at Department of Energy (DOE) site. Prefer large capital asset project experience within DOE Environmental Management. Responsible for implementing management systems, perform analyses, and reporting on project/program performance; maintains a variety of databases, reports, records, schedules, including performing configuration modification and modification of algorithms associated with the InVizion Analyzer software program. Must have extensive knowledge and experience of earned value management system. Specific responsibilities include:

 

  • Generate project progress charts and cost reports. Handle cost engineering functions involving budget preparation, cost control, forecasting and cost reporting.
  • Interpret contract and handle financial risk and current cost control database. Monitor detailed construction project cost and cash flow.  
  • Assist with monitoring, evaluating, and updating project cost data on budgeted amounts. Reconcile and coordinate project cost data with client status reports.
  • Support forecast of time and cost problems by offering trending information. Support past period cost performance report and fiscal budget annually.
  • Assist in Program Manager’s budgeting process with Area-wise unit cost data. Use updated unit cost data to support Service Planning and Estimating.
  • Assist with handle resource planning, milestone coordination and schedule tasks.
  • Submit monthly reports to COR and or Project Manager and support internal reports preparation. Assist with the planning, scheduling, and cost engineering.
  • Assist with determining schedule, estimates and work scope to execute and complete deliverables within budget.
  • Interact with client counterparts and management to plan and schedule cost presentation. Develop and execute measurement systems to process, analyze and identify improvements. Analyze data, identify issues, and recommend suitably.
  • Support cost control as per contractual procedures, objectives, and requirements.  Develop cost trend estimates and new techniques to support project cost trend programs. Conduct investigating requirements to estimate and control cost data.
  • Assist with executing schedule change management process to approve changes.
  • Coordinate, manage, facilitate, and oversee the development of quarterly and project management executive briefings for the site manager. Responsibilities include support planning, scheduling, organize reviews, and facilitation of briefings, collaborate with program and area representatives providing guidance, communicating deadlines for reviews and final presentation, track actions and provide variance analysis documentation, manage, and maintain document access and distribution, maintain electronic documents.
  • Support the development of comprehensive site plans that meet DOE-HQ guidance documentation. Responsibilities include work with program and area representatives to develop, revise, edit and determine best solutions for data compilation per guidance, collaborate with program and area representative gathering, preparing, and editing document content, manage and maintain document access and distribution, maintain electronic documents.

Job Requirements

  • High School Diploma required, B.S. Degree in Business or another related field preferred.

    10+ years of project controls experience for commercial or government projects with success managing multiple project budgets/baselines greater than $100M.

    Must have design and cost experience such as cost estimating, earned value management, scheduling, and government accounting system experience.

    Earned Value Management System (EVMS) experience.

    Cost Variance experience.

    Experience in Primavera P6.

    Must be at an expert level of MS Excel (advanced level is preferred), and an intermediate level of MS Access and MS Word.

    It is preferred the candidate has experience with large Department of Energy capital asset projects.

    Per government contracts candidate must be a U.S. Citizen.

    Requires excellent oral and written communication skills, ability to work in groups and lead group projects.

    Must be capable of learning and executing programming/application development on the InVizion Analyzer software program in support of DOE client.

    Desired Experience:

    Experience or knowledge in implementing and designing Access applications.

    High level of experience or knowledge in implementing and designing SQL and Access applications

    Experience or knowledge developing and designing applications using Visual Basic Applications in Excel.

    Experience or knowledge manipulating large amounts of data from multiple streams to produce a coherent integrated schedules and databases.

    Experience in risk management of a DOE capital asset project and/or DOE program.

    Strong, concise, and efficient communicator and writer.

    Highly organized with meticulous attention to detail; ability to prioritize, juggle multiple tasks and deliver on tight deadlines.

    Excellent time-management and organizational skills.

     Excellent interpersonal skills. Must be able to work collaboratively with a wide variety of individuals and teams of all professional levels and diverse experience.

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
