Senior analyst position providing manpower and training analysis to Navy customer. Analyst on projects or programs that are related to military Manpower, Personnel and Training (MPT). Knowledge of Navy Manpower and Training processes, to include processes related to: conducting Front End Analyses (FEAs); development and review of Navy Training Systems Plans (NTSPs) for both systems and ship classes; and review of Job Duty Task Analyses (JDTAs).
Requires ability to conduct analyses on new equipment and equipment introduced through modernization to determine manpower and training impacts. Position also involves responding to emergent Fleet support issues and resolving MPT related action items while working in conjunction with the entire U.S. Navy MPT Community.
Duties and Responsibilities
Conducts thorough reviews of JDTAs, FEAs and NTSPs.
Develops NTSPs and Billet Training Profiles (BTPs).
Regularly engages stakeholders at Learning Centers and Program Offices to gather relevant information.
Tracks and manages workload and status of all relative products.
Provides recommendations to government senior-level staff.
Applies operational background and experience gained from military service and leadership roles, as well as operational proficiency in advanced analytic theory and principles, to solve current and/or future MPT needs or to correct problem areas.
Initiates and develops operational ideas in training specialty area.
Plans, develops, coordinates, and directs large projects or several small MPT complex projects.
Prepares or coordinates the preparation of MPT proposals as required.
Leads and/or participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
Monitors standards for the quality of programs and documents. Assists in the resolution of project and program priorities. Assures quality control throughout all contract activities.
Demonstrates excellent writing and presentation skills to develop briefings, documents, papers, conceptual and analytical reports for clients.
May provide direction, training, and assistance to other project staff.
Education and Experience
Bachelor’s degree in engineering or a related scientific discipline plus 3 years of relevant work experience or master’s degree plus 2 years of relevant work experience or doctorate plus 1 years of relevant work experience.
In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
Knowledge, Skills, Abilities
Naval Surface Warfare engineering or combat systems experience.
Navy Manpower and / or Training experience.
Former Navy Engineering instructor experience and / or Master Training Specialist designation, highly desirable.
Knowledge of Navy Manpower and Training Processes
Expertise in Microsoft applications.
Excellent communication, interpersonal and presentation skills.
Possession of SECRET security clearance.
