Public Job Description

  • Provides support in preparation of engineering production cost models based on program acquisition strategy, deliverables, and schedule.
  • Analyzes planning and scheduling, including cost modeling, in support of various acquisition scenarios, including recommendations for enhancement of plans, schedules, and costs of programs, and employs proven cost estimating methodologies and best practices.
  • Performs financial trend analysis, variance analysis, risk assessments, and business modeling to identify issues and provide guidance and recommendations to customers and management.
  • Applies cost estimating techniques and processes to prepare and maintain consistent and viable cost models to articulate and defend financial requirements throughout the planning, programming, and budgeting cycles.
  • Assists in preparation of life cycle cost analysis, cost benefit analysis, cost comparison analysis, business case analysis, trade-studies, analysis of alternatives, and cost as an independent variable analysis.
  • Employs cost estimating techniques and processes to prepare and maintain consistent and viable cost models to articulate and defend financial requirements throughout the planning, programming, and budgeting cycles.
  • Supports the processing of program Life Cycle Cost Estimates (LCCE) new programs or program increments.  

Security Clearance Requirement

  • An active SECRET security clearance is required.  

Qualification Requirements

  • A minimum of 5 years of specialized experience related to in-depth knowledge of tasks for SPAWAR, DON, DOD procedures, processes, systems, and organizations is required.
  • A minimum of a Bachelor’s Degree in any field is required.
  • A Master’s Degree, particularly in Business (Management, Organizational Development, etc.), Political Science, or Communications-related area, such as English or Journalism, is desired.
  • Must demonstrate outstanding written and verbal communication and presentation skills
  • Must exercise diplomatic tact and have the capability and capacity manage complex relationships
  • Must be proficient in the full suite of Microsoft Office products and tools.
  • Travel (10-20%) may be required.
