To further support the U.S. Navy, THOR has an opening for a Program Manager located in Port Hueneme, CA.
The Program Manager will:
Lead contract support for a Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) customer organization.
Organizes, directs, and managers contract operation support functions, including multiple, complex, and inter-related project/program tasks.
Manage teams of contract support personnel at multiple locations.
Develop, maintain, and manage customer interface at senior levels of the organization.
Meet with customer and contractor personnel to formulate and review task plans and deliverables.
Ensure conformance with program task schedules and costs.
Develop and enforces work standards.
Provide quality assurance, and communicate goals, objectives, and policies.
Provide financial management and project/program administration.
Supervise and directs staff on a daily basis.
Security Clearance Requirement:
A Bachelor's degree is required. A Master's degree is preferred.
10+ years of experience the US Navy integration of test and evaluation, life cycle engineering, logistics, and/or corporate operations is required, preferably in direct support of NSWC PHD and/or NSWC PHD component organizations.
5+ years of experience in coordinating and executing business relations, contract administration, and program management, including developing and managing relationships with Contracting Officer Representatives (CORs), is required.
Experience managing contractor provided professional support services in functional areas such as test and evaluation, life cycle engineering, logistics, and/or corporate operations, including human resources, workforce development, training, financial, and/or general administrative support, for US Navy customers is required.
Experience in Lean Six Sigma (LSS) and/or Continuous Process Improvement (CPI) is required; Black Belt Certification is desired.
Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification or Project Management Professional (PMP) Certification is desired.
