Public Job Description

  • Leads MLP/ESD and Expeditionary Base Mobile (ESB) / Afloat Forward Staging Base (AFSB) Ship Production in support of a NAVSEA Program Office
  • Organizes, directs and manages contract operation support functions, involving multiple, complex, and interrelated project tasks.
  • Collaboratively leads development and review of task plans and deliverables. 
  • Maintains and manages customer interface at all levels of the customer organization.
  • Meets with customer personnel to formulate and review task plans and deliverables
  • Ensures conformance with customer and contract cost, schedule, and quality requirements
  • Develops and enforces work standards
  • Provides quality assurance, communicates goals, objectives, and policies.
  • Provides financial management and project administration
  • Supervises and directs staff on a daily basis

Security Clearance Requirement

  • An active SECRET security clearance is required

 Qualification Requirements

  • Bachelor degree (BS/BA) in a related field is required.
  • Project Management Institute (PMI) Project Management Professional (PMP) or Equivalent, such as Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification is required.
  • Demonstrated experience of 10 years of professional experience in the Defense acquisition process, contract management, technical and business management; 3 years of the experience must have been within the last 5 years, and have been in support of DOD contract management.
  • Demonstrated experience of at least 5 years of supervisory experience.
  • Demonstrated knowledge of DOD acquisition management, contract, technical, and business management.
  • Demonstrated understanding of DOD contracts and contract analysis and working knowledge of DOD contracting processes in the technical or programmatic area.
  • Demonstrated knowledge of Post Delivery and Engineering Support
  • Demonstrated knowledge of Acquisition Management.
  • Demonstrated knowledge of ABS/Coast Guard Naval Vessel shipbuilding requirements.
  • Demonstrated experience in JHSV/EPF MLP/ESD, ESB/AFSB is desired, but not required.
  • Must possess and exercise diplomatic tact and have the capability and capacity to develop and manage complex business relationships with multiple organizations.
  • Must be proficient in the full suite of Microsoft Office products and tools.
  • Travel (10-20%) may be required.
