Case Manager - OWI Treatment Court

Job Responsibilities:

Position Summary: Case management with intensive support, supervision and monitoring of third and fourth offense drunk drivers who have been adjudicated and are participating in Operating while Intoxicated Treatment Court (OWITC).

 

Essential Functions:

  • Responsible for a range of case management from Intake evaluation through discharge, providing structure, accountability and support for successful recovery;
  • Administer the screening tool and risk assessment on all eligible participants;
  • Make referrals to treatment and other community-based support services according to each participant’s needs;
  • Meet face-to-face with program participants in the office or at their home;
  • Administration of Preliminary Breath Tests and direct observation drug tests utilizing an instant cup and following Chain of Custody protocol;
  • Maintain regular ongoing contact with all treatment providers regarding the status of individual participants and report back to the Treatment Court Team;
  • Monitor participants’ payment of treatment fees, program fees (if applicable), and court related fees;
  • Report to the Treatment Court Team all pertinent participant activity and status regarding treatment, attendance at self-help groups, employment, alcohol/drug tests and SCRAM CAM results, ancillary services and participant’s family life;
  • Attend weekly pre-hearing staffings and court hearings;
  • Assist with recommendations in determining Phase levels, sanctions, and incentives;
  • Produce and maintain quality written and electronic files and court communication;
  • Conduct timely and accurate data entry;
  • Ensure that the Treatment Court supervision model, its core elements and all policies and procedures are followed;
  • Ensure protection of participant confidentiality;
  • Assist with drug testing in the Waukesha Court Service Programs as required;
  • Weekend drug and preliminary breath testing as scheduled on rotating Saturdays 7:00am to 10am.
  • Volunteer to assist at the Waukesha County Victim Impact Panel at least one time per year.

 

Other Duties and Responsibilities:

  • Assist with creative participant incentives and reward celebrations.
  • Maintain flexible schedule to provide coverage in the office when necessary.
  • Other job-related duties may be necessary to carry out the responsibilities of the position.

Job Qualifications:

Minimal Qualifications:

  • Bachelor’s degree in criminal justice, social work or other related field
  • Preference for case management experience
  • Specific experience working within the criminal justice system preferred.
  • Understanding of AODA issues and treatment
  • Computer skills to include a working knowledge of Microsoft Word and Excel
  • Working knowledge of basic office equipment to include but not limited to computer, fax and copier.
  • Possess a valid Wisconsin Driver’s License and insured auto.
  • Must pass criminal background check.

 

Knowledge, Skills and Abilities:

  • Knowledge of the Wisconsin Justice System; knowledge of local treatment programs and community resources to include housing, education, public transportation.
  • Knowledge of the Circuit Court Access Program (CCAP)
  • Strong verbal and written communication skills
  • Ability to respond appropriately in crisis situations.
  • Sensitivity toward cultural, ethnic and disability issues
  • Good organizational, computer and typing skills.
  • Ability to read and understand drug testing results.
  • Good judgment
  • Effective use of time
  • Must be trained in all agency embraced Evidenced Based Principals within the first 90 days of employment.

Work Relationship and Scope:

Reports directly to the Treatment Court Supervisor Program Director of the WCS Treatment Courts, as well as the Treatment Court Team.  Has contact with a wide variety of individuals including justice involved persons, court officials, law enforcement, jail staff, treatment and other service providers, Probation-Parole staff, other WCS staff, and family members of participants.

Working Conditions: Work is performed in an office setting and the courtroom; observe and read chain of custody drug screens.


Physical Demands: Duties require good hearing and the ability to communicate verbally; hand and finger dexterity for data entry and typing; involves some driving in Waukesha County.
